On June 29, 2013, a Wyoming County dog attack victim telephoned Attorney Thomas J. Newell. He had arrived at the defendants’ home to make some repairs to an appliance. Four Dachsunds came running out and one of them bit him twice on the calf. The Factoryville PA resident went to a nearby hospital where they administered a tetanus shot. Attorney Newell advised him to call the PA Dog Warden to investigate whether the dog was up to date with its rabies shot.
