On August 21, 2013, a Harrisburg PA dog attack victim was bitten by an unleashed dog. A relative of the victim told Attorney Newell that the gentleman was walking in an apartment parking lot when the unrestrained and vicious dog pursued him and then bit his leg. The negligent dog owner claimed his dog was up to date with its rabies shots.
