Newell obtained information that a negligent Monroe County rottweiler owner had filed an appeal from her convictions of 3 PA Dog Law violations by a local District Justice. A Monroe County Court of Common Pleas Judge will hold a non-jury trial in 2013 regarding charges of failing to confine, harboring a dangerous dog and expired licensing.
